Adams describes a method of taking land tenure into account during a feasibility study, through mapping a pilot area (in Sumatra) in consultation with the local authority and farmers. This system may be reliably replicated over the whole area at a later stage in cases where the government has a clear view of its land policy, and where individual ownership is not in dispute.
