The report concludes that the present system of land tenure in the Pacific Islands is an obstacle to achieving higher living standards. Detailed recommendations include: (1) Registration of all land used (or about to be used) for permanent crops. Piecemeal registration is costly and inefficient and most registries in the Pacific could be considerably improved.
